Prime Minister Pham Minh Chinh on September 9 issued a directive calling for the rapid provision of food, essential goods, and other necessities to people affected by typhoon Yagi or Storm No. 3.

The directive was addressed to the Ministers of National Defense, Public Security, Finance, provincial Party chiefs, and heads of the government in the provinces of Lao Cai, Hoa Binh, Son La, Lai Chau, Dien Bien, Ha Giang, Cao Bang, Bac Kan, Yen Bai, Tuyen Quang, Phu Tho, Bac Giang, Thai Nguyen, and Lang Son.

Storm No. 3 and its aftermath have caused widespread heavy rainfall in the northern region, especially in mountainous and midland provinces, resulting in severe damage to life, property, production, and livelihoods.

To quickly stabilize production and people's lives, ensuring that no one is left hungry without shelter, clean water, medical care, or education, the Prime Minister has instructed:

The Ministers of National Defense and Public Security are to direct relevant units to proactively collaborate with affected localities to swiftly transport food, dry rations, instant noodles, essential goods, drinking water, and clean water to supply residents in isolated areas or those lacking food and essentials as quickly as possible.

The Minister of Finance is to allocate 100 tons of rice per ministry from national reserves to the Ministry of National Defense and Ministry of Public Security for transportation to localities suffering from rice shortages due to Storm No. 3.

The provincial Party chiefs and Chairpersons the provincial People’s Committees mentioned above are to direct their local agencies to:

a) Collaborate with the Ministry of National Defense and Ministry of Public Security to closely assess the situation of people lacking food, essential goods, and clean water. Organize the swift and efficient distribution of food, dry rations, and necessities to the hands of those affected by the storm, ensuring accurate targeting and minimizing loss and waste.

b) Review and urgently repair or restore damaged medical facilities to promptly treat the injured and care for the health of affected residents.

c) Restore damaged classrooms to ensure that students can return to school as soon as possible, minimizing disruption to their education.

Deputy Prime Minister Ho Duc Phoc is assigned to directly oversee the implementation of this directive by relevant ministries, sectors, and local authorities.

The Government Office is tasked with monitoring and urging the implementation of this directive and reporting any unexpected or emerging issues to the Prime Minister and Deputy Prime Minister in charge.

Hanoi delivers urgent aid to provinces and cities hit by Storm No. 3

Secretary of the Hanoi Party Committee, Bui Thi Minh Hoai, on September 9 called for the Vietnam Fatherland Front Committee of Hanoi to join forces with the municipal People’s Committee to swiftly provide emergency aid to the provinces and cities severely impacted by Storm No. 3.

Hanoi will provide aid to nine severely affected provinces and cities, including Haiphong and the provinces of Quang Ninh, Bac Giang, Phu Tho, Thai Nguyen, Yen Bai, Lao Cai, Cao Bang, and Lang Son, with each receiving VND5 billion (US$202,000). Additionally, Bac Ninh and Vinh Phuc will receive VND3 billion ($121,000) each. The total aid amount is VND51 billion ($2.07 million).

The Vietnam Fatherland Front Committee of Hanoi was asked to quickly issue a call for donations and complete the necessary procedures to ensure timely support for these provinces and cities, allowing them to assist residents facing difficulties.

During the meeting, Hanoi's leadership also agreed not to accept support from the central government or other localities, prioritizing aid for more severely affected and disadvantaged regions. The city will focus on using its internal resources to support local residents, including social welfare and a dedicated program to help people recover their production activities.

On the same day, Secretary Hoai, on behalf of the Hanoi Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee of Hanoi, sent a letter of condolences to 11 provinces and cities that were affected by storms and floods.

These localities suffered the most severe damage from Storm No. 3; many areas are actively recovering from the aftermath and supporting the people, while some provinces continue to face rising floodwaters, causing flooding, and landslides, and resulting in losses of both lives and property.

"On behalf of the Party, government, and people of the capital, the Hanoi Party Committee, People's Council, People's Committee, and Vietnam Fatherland Front Committee express heartfelt condolences and deep sympathy to all officials, soldiers, and people of the affected provinces and cities, especially the people in areas impacted by the storms and floods."

She hopes that, with the spirit of "mutual support" and "Hanoi for the entire nation, together with the nation," Hanoi's support for the relief funds of these localities will help mitigate the damage caused by the storms and floods and provide assistance to the affected provinces and cities.

She believes that, with the care of the Party and State, the shared support of provinces and cities nationwide, and the spirit of solidarity, responsibility, and resilience, the officials, soldiers, and people of these provinces and cities will overcome difficulties, quickly recover, and stabilize their lives.
