Deputy of Secretary of the Hanoi Party Committee Nguyen Van Phong shared the view during a meeting on August 6 to discuss the six-month implementation of the municipal Party Committee’s program No.07 on promoting science, technology, and innovation in the city during the 2021-2025 period.

Phong instructed the Management Board of Hoa Lac High-Tech Park to collaborate with universities and colleges to organize meetings and develop a strategic direction for the park's growth so that these institutions can make concrete and specific proposals.

“Once the Capital Planning is approved by the Prime Minister, universities in the city center will move to Hoa Lac to be integrated into the Hi-Tech Park, creating a hub for higher education and science and technology,” he said.

He also urged universities and colleges to work with the Department of Education and Training to link up with teacher training institutions this August. This collaboration aims to enhance the training and professional development of teachers in the city.

Program 07 is one of the ten major work programs of the Hanoi Party Committee for its 17th term (2021-2025).

A report from the city found that after three years of implementation, the program has become ingrained in everyday life and has produced significant results.

District governments have developed and launched plans and programs in the field of science and technology, including initiatives for experience to share, maintain, and apply a quality management system according to the national standard TCVN ISO 9001:2015, brand development, and the application of science and technology in agriculture, industry, environment, and information technology, as well as administrative reform.

According to the Hanoi Institute for Socio-Economic Development Research, the projected contribution of TFP to Hanoi's GRDP growth in 2023 is 62.86%. The labor productivity growth target for the 2021-2025 period is set between 7% and 7.5%. From 2021 to 2023, the average growth rate of labor productivity reached 4.8%, higher than the national average of 4.3%.

The goal is that by the end of the 2021-2025 period, at least 40% of products associated with the "One Commune, One Product" program will have received support for the registration, protection, and management of intellectual property, ensuring quality control after protection. As of now, 198 out of 307 OCOP products from the community (those eligible for protection support) were recognized in the 2021-2023 period, achieving 64.5%.

Innovation across all sectors

At the meeting, Phong highlighted the fact that research activities and technology applications have been implemented across all sectors, enhancing the quality and productivity of goods and services.

“In agriculture, for instance, the application of biotechnology into the production of various plant and animal breeds, farming techniques, disease control, and the preservation and processing of agricultural and aquatic products has led to breakthroughs in productivity and quality, making products more competitive,” Phong said.

Meanwhile, Vice Director of the Hanoi Department of Science and Technology Nguyen Quoc Ha said many businesses, farms, cooperatives, and households have adopted high technology in their production processes, resulting in high-yield agricultural products with significant added value, ensuring food safety and meeting the consumption needs of Hanoi residents and for export.

"High technology is becoming a focus and an inevitable trend in 4.0 agricultural production," Ha noted.

Ha added that in the healthcare sector, thanks to the promotion of digital transformation for smart healthcare, the Hanoi Department of Health has implemented a modern information technology system at the one-stop shop, providing 100% of public services; 100% of hospitals have adopted hospital information management software; 90.2% of hospitals have implemented laboratory information management software; all hospitals have websites; five hospitals have implemented electronic medical records; and 88% of units have rolled out cashless payment systems.

All documents are processed through the city's Document Management System, and the effective use of internal and shared specialized applications is maintained and enhanced, Ha said.

Despite these important achievements, challenges remain as the program is new and covers various sectors, leading to difficulties in implementation. 

“Nonetheless, the greatest success of the program lies in the heightened awareness of innovation and digital transformation,” said Ha, referring to the fact that many localities have successfully engaged citizens and spread awareness within communities, enabling people to see the benefits and participate effectively.

Ha stressed that innovation and digital transformation are not merely trends but essential requirements.

“Reality has shown that innovation and digital transformation are not dependent on financial resources or proximity to the center but on the determination of leadership. This presents an opportunity for slower-developing sectors and regions to leapfrog ahead,” Ha stated.
